490 Golf Club Project - Choice in Aging/Satellite Affordable Housing Associates

NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the Architectural Review Commission (ARC) will conduct a public hearing on a PUD Concept/Specific Plan (Rezoning) PLN 18-0445 submitted by the applicants (Choice In Aging/Choice In Learning and Satellite Affordable Housing Association). In addition, the project consists of a Rezoning, General Plan Amendment, Development Plan Permit and Use Permit to be considered by the Planning Commission and City Council.  In addition, the proposed project will also require subsequent review of a Minor Subdivision and Architectural Review Permit. The General Plan Amendment is being requested to modify a 63,660 sf (1.46-acre) portion of the project site’s existing Semi-Public and Institutional General Plan designation to establish a new General Plan designation under the Multi-Family Residential land use category that would accommodate a density allowing up to 60 dwelling units per net acre. The Rezoning request is to change the current R-7 Single Family Residential – High Density zoning district to a PUD Planned Unit District/Specific Plan on the entirety of the 4-acre project site. More specifically, the applicant intends to subdivide the single-parcel site into three legal parcels, and demolish/re-construct the scope of the project in seven phases. In addition, the development would include site improvements such as new landscape, tree preservation where applicable, parking, site lighting, and retention basin areas. The conceptual plan indicates that a total of 125 on-site parking spaces would be provided (collectively) for all three proposed parcels.  The existing Choice in Aging (adult day care facility) and Choice in Learning (Montessori pre-school facility) would be relocated on the site. Secondly, the project includes the construction of an 82-unit (4-story) affordable senior housing project that would have a resulting proposed density of approximately 56 dwelling units per net/gross acre. Lastly, the final phase of the site would include development of a medical clinic and three-story assisted living facility. The ARC is being requested to make a recommendation of the PUD Concept/Specific Plan and associated Initial Study/Mitigated Negative Declaration, relative to the items under the ARC’s purview, to the Planning Commission and City Council.

The 4-acre project site (consisting of one legal parcel) is located on the north side of Golf Club Road at 490 Golf Club Road; Assessor Parcel Number 153-030-004; currently zoned R-7 (Single Family Residential - High Density). 

A Draft Initial Study/Mitigated Negative Declaration (IS/MND) was prepared by a City selected environmental consultant (Rincon Consultants, Inc.) in association with the lead agency (City of Pleasant Hill), and circulated for public review between September 10, 2020 and October 13, 2020. Subsequent to ARC review, the Planning Commission will also review the draft Initial Study/Mitigated Negative Declaration and associated Mitigation Measure Monitoring and Reporting Program and provide a recommendation to the City Council.

Please note that due to the Contra Costa Health Services and State of California Shelter in Place Orders, options for observing the Architectural Review Commission meeting and for submitting communication regarding the meetings have changed. The Architectural Review Commission will participate remotely via teleconferencing.

THE PUBLIC HEARING will be held by the Architectural Review Commission starting at 5:00 p.m. on Thursday, November 5, 2020, via Teleconferencing.  More information on how to participate, including providing live comments during the meeting will be provided on the posted Architectural Review Commission Agenda.

NOTICE IS ALSO GIVEN pursuant to Government Code Section 65009(b) that, if this matter is subsequently challenged in Court by you or others, you may be limited to raising only those issues you or someone else has raised at the Public Hearing described in this notice or in written correspondence delivered to the City of Pleasant Hill at, or prior to, the Public Hearing.  All interested parties are invited to participate in the hearing and provide comments on the proposed project.

The City of Pleasant Hill intends to issue a Mitigated Negative Declaration for this project. The Draft Initial Study and Mitigated Negative Declaration (IS/MND) prepared for this project will be available for public review from September 10, 2020 through October 13, 2020 at the Planning Division and through the links below.  During this time period of the ongoing public health concern, viewing of the document at City Hall can be done on an appointment basis, please call 925-671-5209 to set up an appointment to review the document; or a hard copy can be mailed upon request, limit of one copy per requester.

The Draft IS/MND has identified potential project issues requiring mitigation in the following areas: Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Hydrology and Water Quality, Noise, Transportation, and Tribal Cultural Resources.  After mitigation, the project would not have any significant unavoidable impacts, nor impacts which would be cumulatively considerable. Comments on the proposed Initial Study and Mitigated Negative Declaration should be submitted to the Planning Division in writing no later than 5:00 p.m., October 13, 2020, at 100 Gregory Lane, Pleasant Hill, CA 94523.

The site is accessed by an extensive shared vehicular easement located on a site, owned by the Concord Hospital District, but which is utilized as a parking facility by the Diablo Valley Junior College.  The 4-acre project site is located at 490 Golf Club Road; Assessor Parcel Number 153-030-004; currently zoned R-7 (Single Family Residential - High Density).
