Encroachment Permits



Encroachment permits are required whenever work is proposed within the public right-of-way or easement.

Typical examples of work include:
  • Trenching across public right of way for installation of water, sewer, storm drain, cable, and other underground utilities
  • Construction of curb, gutter, sidewalk, driveway, and roadway pavement
  • Water monitoring and extraction
  • Banner permit for City light poles
  • Transportation
  • Erecting or maintaining a post, sign, pole, or fence

Permits & Fees

You can pick up an encroachment permit, transportation permit, and pamphlet at City of Pleasant Hill Engineering Division at 100 Gregory Lane. You may also contact an encroachment permit representative at (925) 671-5264 or by fax (925) 676-1125. Permit costs vary by project size and scope.

An encroachment permit representative can provide you with a fee estimate. The Engineering Division strives to approve complete permit application in two working days.

Incomplete permit applications or complex permit applications may take longer than two working days to approve.
